The Coastal Environment (and the Coast) Protection Council has also authorized the Hof Hatchelet Plan, known as HR/2200/A Plan. In a deliberation conducted by the committee recently, the plan was authorized contingent upon some conditions. In its decision, the Coastal Environment (and the Coast) Protection Council praised the plan, as “providing a quality design Herzliya’s shoreline that has an expansive coastal park that spans most of the coastal environs, serving as an important link in the continuum of coastal parks for the benefit of the city’s residents and the public at large.
However, the Committee noted that ‘it would have been preferable to submit the coastal planning together with the planning for the new neighborhoods and the coastal park, in order to create one planning unit that optimally connects the city and the coast.” Consequently, the Committee made its authorization contingent upon a few conditions, related to the accessibility to the beach, parking, the outline of the upper bridge in the plan and the boardwalk’s outlines, as well as drainage. The Committee also determined that building permits would be granted at a scale of more than 75% of the apartments in Complex 1 and more than 60% in Complexes 2 and 3. This only after the coastal park development is completed in that complex. The amended plan documents were uploaded to the Planning Administration’s website three weeks ago, which included amendments from the decision of the District Committee from August 2020. The forecast is that upon completion of the conditions for deposit, for which the Herzliya Municipality is responsible, and as listed in the decision of the District Committee of August 2020, the plan will be deposited and published for lodging of objections.

The plan was authorized for deposit in August, after some amendments were made, primarily regarding division into compounds. The plan is one of the largest to be implemented in the coming years, and will include 12,500 new apartments, in addition to employment and commercial spaces, public areas, hotels, parks and open areas.
Advancement of this plan currently is contingent upon the meeting of the required conditions by the Herzliya Municipality. Adv. Miriam Donin Shoob, partner at Hamburger Evron & Co. who represents hundreds of landowners in the Hof Hatchelet compound, recently approached the Municipality together with Adv. Idit Eisdorfer of her firm, with a request to expedite the handling of the plan.
Adv. Donin-Shoob: “The Herzliya Municipality is expected to effectively complete the meeting of the conditions for deposit and to enable the publication of the plan for objections quickly. In light of the long period of time it took for the drafting of the plan, there is no visible reason to further delay the speedy advancement of the planning, despite the large number of objections expected to be filed.”
